OPITO Rigger Competence Assessment / Reassessment

The HUET (Helicopter Underwater Escape Training) course is essential training for people working in maritime environments, especially in the offshore industry. This course focuses on teaching participants the skills and techniques necessary to survive in the event of an emergency landing of a helicopter on the water and to perform a safe evacuation from the submerged aircraft.

The HUET course usually comprises the following aspects:

  • Theoretical training: Participants receive an introduction to helicopter and aircraft safety procedures prior to take-off. This includes instructions on the use of life jackets, seat belts and other safety equipment on board.
  • Evacuation from helicopter in water: Participants learn how to evacuate a helicopter that has landed in water. This may include opening doors or windows, unfastening seat belts and exiting the aircraft in an orderly manner.
  • Use of survival equipment: Participants are instructed on how to properly use survival equipment such as life jackets, immersion suits, and signalling devices.
  • Floatation techniques: Participants learn how to stay afloat in the water using proper techniques, including the fetal position and the distress position, which minimise heat loss and help conserve energy.
  • Rescue and mutual aid: Basic rescue and mutual aid skills are taught in the water to help other survivors in the event of an emergency landing.
  • Practical simulations: The course includes practical exercises in a pool or water tank, where participants experience simulated emergency situations, such as helicopter rollover and underwater evacuation.
  • In-flight safety procedures: In addition to evacuation techniques, the course may address safety and emergency response procedures while the helicopter is in flight.
Target Audience

This course is for personnel that wish to become OPITO-certified competent riggers – having successfully completed the OPITO Rigger Initial Training Standard and Rigger Workplace Experience Logbook or possess sufficient and relevant work experience to be eligible for the OPITO Rigger Competence assessment. The course is to establish that the learner has the required underpinning knowledge, understanding and practical skills to fulfil the role of Rigger safely and effectively.

Prerequisites

Learners must possess:

Option 1

(a) A valid OPITO-approved Rigger Initial Training Certificate awarded within the previous 32 months.

And

(b) A fully completed and valid OPITO Rigger Workplace Experience Logbook and supporting evidence for each of the 50 tasks*, such as a copy of the lifting plan, permit or toolbox, based on the OPITO Rigger Initial Training Standard and Rigger Workplace Experience Logbook requirements. The logbook must be signed as true and valid by the employing company head of discipline or the employing company discipline manager and confirmed by the Centre as being present and correct prior to assessment taking place.

*Supporting evidence is not required for learners who completed the Initial Training Standard (previously Stage 1) between February 29th, 2020, and February 28th, 2022.

Or

(c) If a learner completed the Rigger Initial Training Standard (previously Stage 1) between November 1st 2021, and November 30th 2023, a fully completed and valid OPITO Rigger Workplace Experience Logbook and supporting evidence for each of the 10 tasks, such as a copy of the lifting plan, permit or toolbox talk, based on the OPITO Rigger Initial Training Standard and Rigger Workplace Experience Logbook requirements. 

The logbook must be signed as true and valid by the employing company head of discipline or the employing company discipline manager and confirmed by the Centre as being present and correct prior to assessment taking place.

Option 2

(d) An OPITO Approved Rigger Competence Assessment or Re-Assessment Certificate awarded with the previous 30 months.

Option 3

(e) Evidence that they have been assessed as competent and have achieved an equivalent qualification/certification by a nationally recognised awarding body, awarded within the previous 30 months.

Please note that after two years the certificate would no longer be valid (see Note 1 below).

Note 1: Learners who possess an OPITO Rigger Assessment or Re-Assessment Certificate which has expired by more than 6 months will be required to attend the OPITO Rigger Initial Training prior to undertaking the Rigger Competence Assessment. In these instances, there will be no requirement to complete a Work Experience Logbook.

Training activities contained within this course may include physically demanding and potentially stressful elements. All personnel who participate in such activities must be capable of participating fully. Delegates must:

  • Possess an employing company approved medical certificate equivalent to an offshore medical certificate.
    OR
  • Undergo medical screening by completing an appropriate medical screening form provided by the OPITO-approved Centre
Objective

This course is to establish that the learner has the required underpinning knowledge, understanding and practical skills to fulfil the role of Rigger safely and effectively.

Course Content

By the end of the assessment, the delegate will have demonstrated the ability to;

  • Identify potential hazards associated with the lifting operation and implement control measures
  • Plan the route for lifting and moving the load to minimise any risk to personnel and surroundings
  • Communicate, discuss and ensure understanding of the prepared lifting plan and risk assessment
  • Obtain the resources identified in the lifting plan required to move the load, following rigging loft procedures
  • Carry out pre-use inspection of lifting equipment and lifting accessories
  • Attach the lifting accessories to the load using industry best practice
  • Install and position the lifting equipment for balanced weight distribution
  • The candidate must be able to demonstrate that they know and understand
  • The employer responsibilities under Lifting Operations and Lifting Equipment Regulations
  • The hazards associated with a lifting operation and the purpose of a risk assessment and lifting plan
  • The relevant roles of personnel involved in lifting operations, and typical reporting lines
  • Load movement route planning methods and areas near the load where it is unsafe to stand
  • Rigging principles, SWL, WLL and angles of lift and considerations to ensure load stability, security and weight distribution
Exam

Learners will be assessed against the outcomes specified in accordance with the assessment guidance detailed in each unit. If unsuccessful learners must retake the OPITO Rigger Competence Assessment.
